How common is “parking” among SSDI beneficiaries?

Abstract

We will produce empirical evidence on the extent to which SSDI beneficiaries work but restrain their earnings sufficiently to retain benefits, through an analysis of the impact of the 1999 SGA increase on earnings of beneficiaries having completed their Trial Work Period (TWP). We will use SSA administrative data to estimate models of annual employment and earnings in the year of TWP completion and the following four years for annual cohorts of TWP completers. Results will provide information about the extent to which changes in earnings incentives for SSDI beneficiaries are likely to affect employment, earnings, SSDI entry and exit, and SSI benefits.
